In furtherance of the operationalization of Primary Health Care Under One Roof (PHCUOR) policy in Kogi State, the State PHCDA organized 3 days training of its Program Officers and Local Government Health Authority (LGHA) Officers which commenced 10th to 12thJune, 2020 at Halims Hotel, Lokoja.
The KGSPHCDA has begun plans to build capacity for key players in the PHCUOR structure to deliver on the mandate of enriching capabilities in handling and managing funds as it affects designated programs in the State and LGHA in the various LGAs.
The ED – Dr Abubakar Yakubu in his address at the opening ceremony stated that the training was in line with the first pillar of actualizing PHCUOR which is GOVERNANCE AND OWNERSHIP, and stipulates that the SPHCDA is conceived to provide stewardship and coordination of all the activities of the LGHA, improve allocation, distribution and ensure efficient utilization of financial and material resources, provide appropriate technical and management training for PHC managers and various categories of workers amongst others.
The implementation guidelines for PHCUOR states categorically under the Reporting Line, that the LGHA, consisting of an advisory committee and management team both “report to the Executive Director/Secretary of the Agency/Board”. Sec 4(3) of the Agency’s Law states: “the boundaries of each LGHA shall be contiguous with the boundaries of the LGA”.
“This means that the LGHA will work closely but not take directives or orders from the LGA. The LGHA has total and absolute independence from the LGA but must ensure adherence to the health policy and framework in accordance with established standards, guidelines and procedures”.
The ED also mentioned that the Program and accounting officers at the LGA level must bear in mind that the LGHA is under the leadership of the Director PHC and they must work in synergy with the DPHCs and other Program Officers. At the State level, the Directors of Planning, Research and Statistics and the Accounts must be included from the planning stage of any program for adequate guidance. Therefore, harmonious working relationship is highly recommended and should be adhered to by all.
